This practice is considered in the professional sports environment "Grooming" (USOC, 2013) whereas the offender seeks out his adult or child target by preobservations and determinations of vulnerabilities such as violating health care records by violating HIPAA federal laws via national health care information databases via medical assistants, friends, family, and other means of occupational criminal behavior (Schmalleger, 2014-01-01), and (USOC, 2013).
